Unconsidered could be more correct. But unwanted is true too. I suffer more from the low productiotion limits than someone who could build, let's say... warsuns. Had I considered that I would probably voted aganist, especially since I had only a viable space dock anyway...
I think you might be able to build on a newly produced dock if it's the production secondary? I think it's just the tactical action production step that's off limits to a dock you just built. Don't have the rules in front of me, could be wrong.

@Preda, your production is short a resource, since Dreadnought (5R) and PDS (2R) add up to 7 resources where Mecatol Rex only provides 6. Please revise.

A: No, you can never build new units from a Space Dock created during the same round.
