Ohh, I had forgotten that the Xxcha had been attacked by the Naalu.
I was having trouble seeing why the Naalu had decided to break the system of trade pacts that they had set up in the first place.

Hmm, if I trigger the primary ability of the (2) Diplomacy II Strategy now, then the only system I can target is Saudor. That'll lock down Mentak's fleet there, which is probably undesirable for the Mentak, though it keeps the last bit of the Xxcha protected. I can do something fairly useless to delay, but... hmm. I'll post my move tonight.
