What Gabe Newell has said they're gonna do is open the Steam platform, but still have a curated storefront. And also a way of letting people put together their own storefront.
I guess in some ways it'll be similar to how Humble works. Like, you can get a Humble Widget to put on your website for selling your game, but that doesn't necessarily mean it'll be listed in the Humble Store.
