Is she saying that the kid won't listen for Reason (actually doesn't matter what the reason is) within hearing of the kid?

Because this is just giving the kid permission and encouragement not to listen. He is hearing a parent say that he won't engage in this activity he probably does not enjoy which, especially for a small child, is carte blanche to refuse.
