These things seem to come in waves. It was the Bengals for a couple seasons, then it was the Broncos, now it is the Ravens. The real issue should be this - why is it so fucking common that NFL players get into trouble? The fuck?
Compared to other leagues? Because they have the largest rosters by far.
Compared to society in general? It's actually a lower arrest rate than that of the general public by quite a lot.

It isn't possible now but I would pay a million dollars to resurrect Ralph Wiley and put him on First Take with Stephen A, just for a day, just to watch him get schooled and shamed.
