It's why they should have gotten the death penalty in the first place.

Not all the sanctions were dropped. The fine is still in place, the wins are still vacated. It's the ongoing scholarship sanctions (which were already being reduced), and the bowl ban that was removed. The items from the Freeh report are still in place.
