He wasn't. But the actor was absolutely gay and says he was harassed for it fairly often.
Yeah he mentioned in an interview that the reason he finally quit when he did was because he got called the f-word one too many times by the crew.
The other cast members were apparently totally cool with him, but the people behind the scenes were just endlessly giving him shit for it and eventually he just wouldn't take it anymore.

so, I don't really think a throwaway joke in the fan film about Billy being gay is in particularly good taste when it's referencing the fact that the actor was driven to leave the show by homophobic bullying

Also, calling it a "throwaway joke" is a little disingenuous. It was giving credit to the original actor for having to deal with what he did by not being ashamed to make his character like him. Basically throwing it back in the original producers' face.
I would not say "I dont have to worry about you having slept with billy" as a empowering message about how its okay to be gay
Right that was a line from the character who is very painstakingly shown to be a vile person
But I think the magazine on the wall celebrating the character's relationship shows that the people making that video wanted to do a tribute to the actor of a show they like who was treated incredibly poorly
