The laws and enforcements are staying the same, however there are lawmakers who have said that they will change the laws now that Manatees are now only threatened. So it's a bit up in the air at the moment and there's probably going to be a bit of a legal fight.
Seems like a causality problem. We've got laws in effect because they were endangered which is helping the population start to recover. So because they're starting to recover, people claim it's evidence they're no longer endangered, which will lead to the removal of the laws that are helping the population to recover. Sounds like some people at the core of this are either incredibly ignorant or kind of evil.

but nobody goes around intentionally hurting manatees, and the speed laws in place are almost certainly not going away because they have multiple important purposes other than animals, and the penalties for violating them are already pretty severe

I mean, no, it's not like the instant they're off the list, they change a bunch of laws. But a barrier that would stand in the way of people removing those protections is now down. No one is going to be intentionally trying to fuck over manatees, but there are certainly people who view the laws as a nuisance or, worse, a financial impediment of some sort, who also don't give two shits about manatees, and those people now have more of a chance of doing something about that.

because there used to not be laws and enforcement, and awareness of the problem
no-wake is practically a cultural mandate now, at least on the waters i've been on
they teach it to 2nd graders now
