No. You cannot set up the CPU in VS mode. If you want to play against the CPU, you have each character's story mode, and you have Survival. There is an update in March that will add arcade mode into the game.

I wonder if Capcom assumed that everyone was just going to wait for Super Street Fighter 5 regardless of how much effort they put into the original.

This will be an evolving platform similar to League of Legends.
The game was released in its current state because of the Capcom Pro Tour (a series of tournaments with big prize money on the line)
The first event in the series is Cannes Winter Clash this weekend. February was the absolute latest Capcom could release the game or they might as well have delayed it to 2017.
Capcom bet that getting everyone to move onto V asap was best for business regardless of how barebones the game is right now.
Ok so instead of a separate game called Super, the current game will morph into Super over time.
Better than buying a second game, I s'pose
It won't fracture the playerbase like multiple versions of the same game would. And people that don't want to upgrade to the DLC characters will still be able to play (I would hope).
