Ugh, all my mods turned terrible. And apparently they changed what all my blueprints build. Re-gearing is looking to be a giant pain in the ass.
Thankfully, the drop rate for gear has been massively increased (which is compounded by the open-world bosses respawning on a 4-hour timer). Random mooks have been dropping set items and GS182 HE gear for me while I've been out wandering around the city.
That doesn't really help my mod situation though. They drop a lot less frequently and have crazy amounts of stat variation now. I also don't know where to find more mod blueprints, there aren't any more on the vendor in the BoO.

Hmm...I don't know what to say. I've been having mods dropping pretty frequently, but that's just RNGesus working some magic. Otherwise, maybe try gambling on the Mod Supply Caches that you can buy.

Challenging difficulty will now also scale according to group size and will therefore become beatable by solo players and smaller groups. Incursions will be the only content always scaled for 4 players groups.
Can someone give me a returning player guide for someone who stopped playing when the first Incursion dropped?
The biggest thing prior to 1.4 was that High Value Targets and Search and Destroy missions were added. Search and Destroy missions are a chain of three semi-random encounters in a district each each part as well as finishing the chain rewards Intel. Intel is spent at base to unlock High Value Targets, a semi random boss encounter. There are different difficulty levels, some soloable, some requiring help. Some are purchased and refresh daily, some are once a week. Occasionally helping a civilian out may award intel as well. So there was reason to be out in the open world again.
There also was a rebalancing of weapon types so SMGs are no longer king and LMGs, ARs, and shotguns all got their own unique properties.
1.4 basically upped the rewards you could get big time. Most of it will still be stuff you'll vendor or deconstruct but now almost anything you do can spit out an appropriately leveled item. So kill a HVT? Get 2 or 3 High End or Gear Set items. Finish a Hard mode or challenge mode daily? Get some HE and GS items. Finish a S&D chain? Get a HE or GS item. Kill a world boss now that they respawn every 4 hours? A random mook in the DZ? A random mook in the non-DZ world? Get items. You won't be optimal by any stretch, but it's far easier to get to a point where you can at least survive and kill things.
That's important because mechanics have been tweaked so that overall it's faster for things to be killed. That goes for both the enemy and players. On top of that, enemies move around more to try and flank you.
You also can choose the difficulty level of your game world. There are 4 tiers with higher tiers unlocking when you reach certain gear score thresholds. The tiers affect the gear score of the items dropped and rewarded. You want to jump up as fast as you can for better rewards.

We 2 manned and had some issues in hard mode UG, now I've rearranged my gear and we got our usual 4 man up, Challenge mode UG is easy (if we dont get too complacent) now.
Also, seriously, this one thing changed my enjoyment of The Division severely today, I tried picking up the Ballistic Shield for shits and giggles, I have no upgrades for it and only just now bought a decent pistol for it.
... The shield ability is pretty awesome now, I've run Ballistic Shield for our last 4 challenge mode runs and it just tanks shitloads of damage and is overall a vital ability to me now, I'm desperately looking for a badass pistol now, I've got a decent one that procs bleed all the time right now though.
The pistol I have now is not bad for overall dps either, of course my Assault Rifle hits harder, but I'm surprised how much damage I'm dealing with a (decent) fucking pistol in challenge mode.
I'm tempted to try this out again. I took a break while waiting for the first incursion, hoping it would be The Division's equivalent to Destiny's raids, but quit after that turned out to not be the case. Playing the same story missions over and over got stale, too.
My big concern is that I'll be way underleveled compared to join my friends in whatever content people do these days. I'm also afraid of looking in my inventory and having no idea what in there is good or not!

And, depending on what world tier you feel comfortable with running, upping your gear score and/or core stats will be a breeze (tier 2 = GS182 yellow drops, tier 3 = GS204 yellows, tier 4 = GS229 yellows). Also keep in mind that supply crates that you get for completing certain tasks will also give 204 or 229 gear, too.

Are Shotguns worth it now? I got 2 with some pretty good looking perks, I was thinking of having Shotgun/Assault Rifle and then go Ballistic Shield most of the time, I could go into cover and pull out the shotguns for especially annoying enemies.
Cant really test it right now since I dont have a lot of good mods for them yet.

Potentially strong but don't get too attached: They're getting hit with an adjustment in 1.5 due to being overpowered in pvp, especially on consoles due to aim assist. The devs specifically called out the aim assist on consoles so there may or may not be significant adjustments to base numbers or on PCs.
Played a bit more last night and I think I can safely say that the end game now feels almost, if not as good as the experience of levelling up to 30.
I even ran a bit of the DZ and the only people I came across didn't only not kill me, but after I helped them out killing a couple of big flamethrower dudes invited me into their group.
My only complaint at the moment (and it's not really a complaint, more of an observation) is how good enemy medics are now. They scamper about like crack fuelled ferrets meaning they're hard to hit and the heal they push out with their station ability means that you're not killing anything yellow or above with uncoordinated pugs while they're about.
I never did buy the underground DLC, but from what I hear it's a relative desert with regards to drops, since you don't get anything if you wipe? Is it worth getting with the new patch?
pugged some challenging Underground missions last night, that was first for me, pre 1.4 with my group of friends we would usually get annihilated rather quickly on challenging.. this one though, yea we got downed here and there and yea the shield and armored LMB just eat bullets like candy but you were constantly moving around, flanking LMB, the enemy would retreat and run from us when they were taking too many hits. Oh so good.
Yeah, they've managed to go back to the tactical, cover based shooter that they had in the early levels, rather than the bullet sponge snoozefest that it had become in previous patches.
Did they make the enemy tagging function more noticeable?

So apparently you can put on 4 pieces of Reclaimer, use your (then) infinite support items, such as Explosive Rounds and have it affect your entire squad (+the 50% extra duration from 3 piece Reclaimer)
And then just dump that set and put on your real gear, you still keep the Reclaimer buff and the added duration, when the noticeable cooldown is up, repeat.
Looking forward to my friends to actually get online (and not play call of duty...) so we can do that Challenge Mode with all modifiers and get that achievement, think we have 2 or 3 people with full Reclaimer sets now.
This game is really fun now, I'm glad I didn't sell it.
So if anyone hasn't played since Falcon Lost, the first incursion, was released give it a shot.

Tried entering Dark Zone, killed a bunch of mobs for a while, was attacked by a pack of 3 Rogues (who admittedly had some problems due to my Ballistic Shield) ended up dying eventually and lost more than I gained overall.
So Dark Zone is still balanced like hot garbage and populated with shit people, the Hijack mechanism is also something that it did not need.
This game is really fun now, I'm glad I didn't sell it.
So if anyone hasn't played since Falcon Lost, the first incursion, was released give it a shot.
Any news on when the next DLC is going to drop? I'm going hold off going back to the game until then.
The release date for Survival is still unknown...but it's something I'm really looking forward to (if only to get access to the MG5 LMG). That said, I figured I should probably pop in every now and then to try to gear up a little bit (was GS174 when 1.4 landed).

Nope! as far as i know, they didn't really add much to the underground (apart from the 'more drops' thing, which was added everywhere).
All the new stuff is in the LZ, pretty much! depending on when you last played, they added a bunch of stuff, and loot drops frequently for an all around funner game.

Ballistic Shield, seriously.
Pair it with a good pistol, play smart and you'll never die.
EDIT: Apparently they nerfed Reclaimer so that you cant have more people with more individual effects running.
I'm aiming for 4 part Reclaimer to activate and then swap to main gear which currently will be 2 part Striker (20% Stability) and 4 part Predators Mark (2 part is 10% reload, 3 part is 8% assault rifle and SMG damage, 4 part is a bleed that hits for 50% of your last 10 shots combined damage)
That 4 part dot is nice when using the Ballistic Shield with a pistol, seems to tick for 16-20.000 damage per second when in effect, there is even a perk that lets you have a 30% chance of applying the dot to near enemies, all your guns gets a visible counter on the side (up to 10) when you have the 4 part Predators Mark, thats kinda neat.
Normally the green/blue counter on my gun would say "9/10" at this point but the enemy mob died so it just looks like this until it resets on the next mob.

Yeah 1.4 has been real, real good. I like the way you can have actual builds now.
Survival Game Mode
24 Players in a Session
The session is 2h long after that you die when you have not extracted in the Dark Zone
The goal is to get to the DZ, get the antivirals and extract yourself with a helicopter
The whole map is available, so 24 players are on the whole open world map - including the Dark Zone
You can select a PVP or PVE mode, so for players that don't want to play against other players there is a special mode for that.
There are not enough resources for all players, so even in PVE mode, it is competitive
You can matchmake as a group, but you can also matchmake as solo player
You can also group up with other players in the Session - not more than 4 players
You will be dropped off at the edge of the map and you have to work yourself through the city to the Dark Zone to get the antiviral
Other Players will also drop on designated locations, so you can group up there.
The closer you go to the center of the map, the harder the enemies are - but even those at the border can be very tough.
So as you progress through the streets, you need to get better gear, gather supplies and unlock your skills. (Pulse and med-packs for example)
When you die the session is over - unless you are revived by another player / group member
You can revive yourself with a med-pack but those are very rare in Survival
There are roaming enemies that are patrolling the Survival-Zone and those are very tough (Flashlight)
The Survival Map is the same as the current open world- but everything is covered in snow
There is also a snow storm, so there is a low visibility
The Survival Zone is disconnected from the World Tiers, so everybody can play together - level 30 player can play with level 10 player
You get XP for doing activities in Survival, so you can level up your character there
Everybody has the same gear, so it is a fair start.
You can play the Survival mode as soon as you have unlocked the Base of Operations
1. You start with a pistol
2. you craft clothing which gives you a better temperature rating.. allowing you to stay out in the cold longer.
3. You have a heat bar which constantly drops and you need to find heat or warmer clothing to live (I didnt see the guy playing have his heat bar run so so not sure if it is instadeath or what.
4. you can go into the survival area in a group (not sure if you start together or not)
5. You get exp etc even if you fail to survive.
6. You see how many agents are left in the zone so as they die or disconnect you know how many are left.
7. There is food, painkillers, medicine, water that counteract various effects.
looks great too, take the heavy snowfall you get in game and pretty much have that going all the time, snow covers everything.
Played a bit today, immediately went to Tier 4 and killed some named bosses in the PVE areas, and got some really nice upgrades. Also the DZ vendor had a HE variant of my favorite gun, the Black Market RPK-E. Welp, they've got me back.

I just want a Striker/Nomad/Predators Mark backpack (only part I'm using that isnt a set item, making me miss out on a 2 set bonus)
And my friend gets 3 Striker backpacks in a row... From caches of course, so he is unable to share them :l (Striker 2 set bonus is +20% stability on everything.)
He did get a couple of Ballistic Shield Performance mod upgrades that he just gave me, now my shield can withstand 8% more damage.
I'm having a real hard time giving up my ancient GS182 (it might be 204) Lonestar backpack. I mean, I have better choices that I'm carrying around...but it's nice never having to worry about ammo ever again (+100% ammo capacity puts me at over 2500 AR rounds)

You dont really need the extra 100% ammo capacity at all anymore, the game gave you that in the 1.4 patch for free.
I dont have that upgrade and my AR still has nearly 1700 rounds for it.
Ehh...there've been enough times while running around in the overworld (hunting situation board bounties and overworld bosses) when I start running in the sub-1000 AR rounds (sub-100 DMR rounds) to where I don't feel comfortable having a starting capacity of under 2000.

The Predators Mark 4 set bonus is serving me well, (hit mob with 10 shots and he will get a bleed for 50% of the damage dealt by those 10 shots)
It works pretty well when you use Ballistic Shield a lot and your pistol needs a little more damage. (ticks for 20.000)

Had an odd occurance earlier where my pistol was really insistent on shooting the inside of my shield instead of the enemies...? Only seen that happening once though.
So was on the PTS and giving the survival a go, its interesting love the atmosphere and the heat mechanic and resource gathering mechanic where you gather fabric tools etc to build better wearables, virus protection, firearms, skills etc. On the outskirts there isnt much for enemies, only ran into maybe 2 patrols of about 3 people each. You dont die instantly when your heat bar is empty. You have to keep taking painkillers or meds to keep your own infection down which lowers your "survival time" I got into the DZ, and was making my way over to where the antiviral was, took out some Cleaners then got killed by some LMB as you dont have a ton of med kits or skills unless you created them (I made the first aid and ballistic shield )
How is it... interesting very interesting but atm with not many folks on the PTS sessions take a few minutes to pop. (which will get better once everyone can access survival) right now, its a bit boring until you hit the DZ then you have to avoid guys and make your way over to the antiviral, might be more intense doing the PVP side, but I am not about to check since it takes a few minutes for the maps to pop. getting ganked a minute or two in isnt exactly my idea of fun.

looks great too, take the heavy snowfall you get in game and pretty much have that going all the time, snow covers everything.

And my friend gets 3 Striker backpacks in a row... From caches of course, so he is unable to share them :l (Striker 2 set bonus is +20% stability on everything.)
He did get a couple of Ballistic Shield Performance mod upgrades that he just gave me, now my shield can withstand 8% more damage.
I dont have that upgrade and my AR still has nearly 1700 rounds for it.

It works pretty well when you use Ballistic Shield a lot and your pistol needs a little more damage. (ticks for 20.000)

Had an odd occurance earlier where my pistol was really insistent on shooting the inside of my shield instead of the enemies...? Only seen that happening once though.
How is it... interesting very interesting but atm with not many folks on the PTS sessions take a few minutes to pop. (which will get better once everyone can access survival) right now, its a bit boring until you hit the DZ then you have to avoid guys and make your way over to the antiviral, might be more intense doing the PVP side, but I am not about to check since it takes a few minutes for the maps to pop. getting ganked a minute or two in isnt exactly my idea of fun.
