Yes to both.
Though as I read it those are the same question. Matchmaking puts you with randoms.
But, you can also group up with up to 5 friends to join matchmaking, or up to 11 others if you do custom games.

I have never heard this before.
I've always heard it as 2 weeks. People very frequently call quitting, "giving my two week notice". But is a case of friends working together, so I'm sure that Robert gave them the time he thought they needed, or lacking that whatever he could. Right now is pretty optimal. It's about the biggest time between PAXen you get, and West sales have been handled.

Putting in "2 week's notice" is really only a thing for non-leadership and lower pay positions. Should you choose to end your employment, you can walk out that day (with exceptions like contracts, etc of course.). But once you get past a certain pay-scale or position in most places of the amount of notice that your employer "prefers" you provide increases. HR usually has guidelines for it.
I would imagine that even if Khoo wasn't friends with them, he would have given much longer notice than two weeks given the nature of his position.

Yeah, sorry. it's definitely tangential and not really a "standard" so much as a recommendation. In my particular industry the longer you've been in and the higher your level/etc... the longer notice it's expected for you to give. One organization had someone announce and it was several months before they actually left.

Yeah, it depends on the job. Even if you get paid out for the two weeks, if there are security issues you'll leave that day. I've seen that in any job involving developers getting canned.
My dad was a CFO for like twenty years, and his retirement notice was about 8 months so that he could oversee the replacement process and train his replacement for about two months. Other companies will have executive officers walk out the doors the same week as notice is given. Each company's process is different dependent on multiple factors and I'm just guessing Robert's notice was long enough for him to take care of all of those.
