There is no standard definition, but in the United States, where the terminology was devised in the 1970s (from the engineering term light railway), light rail operates primarily along exclusive rights-of-way and uses either individual tramcars or multiple units coupled to form a train.
In Edmonton, where I live, the LRT is a core part of our north-south public transit corridor and facilitates easy movement across our absurdly oversized city. We've also been implementing a secondary line which is causing endless traffic jams in the downtown area, so it continues to suck going downtown, but there's nothing new about that.
