Batman #4, The Gothams are turned crazy by Psycho Pirate, and Bats' car is ruined:
Per Waller the Squad was quietly in Gotham cleaning up stuff because the city is always on fire, Psycho Pirate and Hugo Strange went off grid and are behind all the problems, made the Gothams go crazy, which led to one of the soldiers with Task Force X to find and kill Gotham's parents. And this is where Gotham loses his faith in being Batmans:
