I remember reading an article from a veteran bike thief that said basically if he wants to steal a bike that bike is his. Just a good pair of bolt cutters and off he goes.
The actual deterrent is putting your bike in a well-lit, crowded area, because the danger for a thief is being seen cutting that lock.
The other main difference, I suppose, is that if it's unlocked you can easily go in there and act like the bike is yours so nobody suspects you're stealing it.
Well yeah a determined well equipped thief will take what he wants, but there's still value in decent locks. Like a cable lock will deter casual crime of opportunity thieves, then a step up from that a U lock will deter folks with basic cable cutters. It's all risk management

I'm not expert, but I've heard that a lot of bike theft is organized crime. As in they come in a truck and just pick up bikes without unlocking them and then sell them in some other country.
That's for here in Denmark, though. I have no idea about bike theft in America. Don't you even barely have bikes?
