Shame....unless its in the DS3 DLC coming soon we don't get closure on one of the major players in the lore and we never see Velka as a being. Far as we know Velka might just be a concept in Dark Souls and was never actually a person....or maybe an actual god who never manifested in the physical.

I've never actually had any sort of handle on what Velka's deal is supposed to be.
Mostly that she's kind of a renegade since she punishes "sin", and therefore isn't implied to be another of Gwyn's lackies. Her followers like the Pardoner are mostly cool, and offer real benefits and items to undead against Invaders. Add that all up, and people like her because it seems she's the only Goddess who "cares".
Velka just does her job. People get baffled because they expect a big mystery from the accountant.
Well, also she's explicitly referred to as rogue and seems to have had a huge falling out with Gwyn.

Plus Gwyn didn't bother tossing a ton of other people's shit into his forbidden closet of mystery. Which partially seems motivated as Velka's Rapier is occult in nature, which means it is designed for God killin'.
Gwyn isn't pure evil either though, prolonging the age of fire keeps humans from becoming spooky, scary, skeletons and lets people, you know, die and stuff which is actually really important. Assuming you are one of the 99.99% of the populace that is unable to resist the hollowing process. Dark Wraiths in general tell the truth, but for extremely proud and cruel reasons.
In general, the excesses of dark, the Abyss, are far more devastating, despite human's affinity and power coming from it. Which is thematically fitting. I feel it's a large part of why fire, and prolonging, restarting, or subverting fire, is the main theme in Dark Souls 3. There's finally someone who can finally answer the problem to what the Chosen Undead and Bearer of the Curse only delayed. Whether that's starting over, or continuing on in a new age, is up to the player.

The progression of the world might have been more natural and healthy if that act hadn't happened. The story of the history of Dark Souls is people doing what they think will benefit them based on the information they have at hand in the present, since they don't have the capacity to see ahead. Gwyn links the fire because the age of Fire has been the golden age of the gods, and he assumes that golden age can last forever. Man links the fire because they fear the alternative.
