so yes

Civil War doesn't spend much time debating the Accords because they were enacted off-screen. Maybe makes it seem rushed, but I feel that's more to do with the quantity of characters who are there in short bits.
Also neither Steve or Tony's stupidities would have held up if either character took a moment to think until it was too late, making plot seem ahead of the characters.
