    The notes seem pretty poorly balanced overall. A bunch of races just get notes that are terrible for them to give out like Arborec, some are amazing like Jol-Nar, a lot are pretty meh.

    They have to be considered against everything else specific to each race. L1z1x gets a weak promissory and minimal commodities because they get a good starting planet, amazing racial tech, a very good flagship and very useful inherent racial abilities.
