Eh, you grade on a curve. I'm not that deep into the K6BD lore, but as far as I can tell it seems like an empire that tries to be just and good to its citizens is much better than most of the other polities in the setting.
It is an empire with the veneer of civility enforced by the brutality of its ruling class.

Noone was being forced to work until they die. I haven't seen any reason to believe they weren't there voluntarily and getting paid for there work, I don't recall anyone dying from it, and when Solomon showed up he decided they were working too hard and took over so they could go home. And the army is typically a politically influential part of the cultures this empire is at least aesthetically modeled upon, so it seems unlikely to me that it's some sort of "yeah they technically agreed to be here, but there's some broader systemic coercion that makes it much less willing than it is on paper." It really seems like you guys just decided that this empire has to be unjust and are just making shit up about that scene to justify it.

Like I said, I grade on a curve. In a setting where empires waging wars of expansion for power alone is just how things are accepted to be done, and the other guys are doing shit like sacrificing people en-mass to the tree of immortality fruit, the empire that at least gives a shit about the welfare of its citizens looks pretty good.

Key thing to note here is that the argument of not judging an entire other world with its own philosophies and beliefs by our own is made irrelevant because Allison is from our own world with our philosophies and beliefs and her whole thing is that shit is fucked and she's going to unfuck it.
