Monitor issue

Did the pc's connect to the other monitor's port using the same cable? (i know i know, just checking)

Yeah. This is what happened -
I got a monitor and felt that it didn't quite live up to what it said it did so returned it and got the current monitor. The first monitor had no issues working through the DisplayPort (the laptop used a USB-C/DP to DP hybrid and the PC just used a standard DP to DP cord).
I've only tried using one cord with regards to the laptop, but have used two different cords with the PC. Both the laptop and PC have no issues using the HDMI output/input.
So to recap. You have tried with two different PC's and using the same cable as now both had DP working on a different monitor, but with the new monitor it acts like it does not get a signal.
Sounds a lot like the new monitor has a faulty connector.
The only other thing I can really think of would be if you're using a DP out port on the monitor, some monitors has a port that will pass forward the signal it is feed over DP with the idea being you can make a chain of monitors all showing the same image. Make sure you are not connecting your PC's to a DP pout port on the monitor, if you are using the correct pot then I think your monitor is defective.

It gets a signal (since it points out explicitly when it doesn't) buuut it just gives you a black screen.
I'm going to get it replaced, cause yeah, that seems like the only reasonable explanation at this point.

I don't think all display ports are the same standard at this point.
Both had no issue with another monitor using its DisplayPort, though.
