    For years, energy experts argued that the way Texas runs its electricity system invited a systematic failure. In the mid-1990s, the state decided against paying power producers to hold reserves, discarding the common practice across the United States and Canada of requiring a supply buffer of at least 15 percent beyond a typical day’s need.

    Robert McCullough, of McCullough Research in Portland, Ore., said he and others have long warned about the potential for catastrophe because Texas simply lacked backup for extreme weather events increasingly commonplace as a result of climate change.

    “What they’ve done is systematic unpreparedness,” Mr. McCullough said. “It was not inadvertent. They planned this outcome.”

    He has debated the issue for years with William W. Hogan, the architect of the strategy that was adopted by the state seven years ago.

    Mr. Hogan, a professor of global energy policy at Harvard’s Kennedy School, acknowledged that while many Texans have struggled this week without heat and electricity, the state’s energy market has functioned as it was designed.

    That design relies on basic economics: When electricity demand increases, so too does the price for power. The higher prices force consumers to reduce energy use to prevent cascading failures of power plants that could leave the entire state in the dark, while encouraging power plants to generate more electricity.

    “It’s not convenient,” Professor Hogan said. “It’s not nice. It’s necessary.”

They spare her life and return to Downing Street, where the television comes on and a strange Voice orders them to make sure all dogs are in open, starlit spaces by midnight. The Dalmatians accomplish this via Twilight Barking and thought waves.

    In Trafalgar Square, Tommy, the cats, the Dalmatians and the General meet with thousands of other dogs to wait. At Midnight, after a strange euphoric moment followed by a moment of terror, Sirius, the Lord of the Dog Star, appears on Nelson's Column. He explains to all the dogs that he is lonely, and is offering them the chance to avoid the pain of possible nuclear war in the future. However, they must come with him of their own accord. He assures them the world, when it wakes, will not remember dogs ever existed, and that all dogs will be free and know true bliss in the stars.

    Today at our weekly RO meeting we all collectively discovered that one program area developed a local Microsoft Access tool to generate a questionnaire for people to follow with reminders and note generation capability.

    To which literally the entire population of the conference call responded simultaneously with, "And you didn't share this with everyone WHY?!"

    I have not encountered quite an immediate "YES I'LL TAKE ONE" by so many people at once before.

    ABC13 says Texas imported power from Mexico in 2011. We can't get power from Oklahoma or Louisiana, though, because they're having controlled blackouts, too.

    Sounds like they need to winterize their shit, like they've been told multiple times before. Also natural gas and coal and shit is like 80% of their power, so lumping the wind turbines in as part of the problem seems misleading at best.
