Two thoughts:
1. There are like, 7 chaos factions presently in game.
2. Chaos dwarves were basically forgotten by GW for over a decade.
GW forgot them, but Forgeworld didn’t. They released a full rostered army for Chaos Dwarves (Legions of Azgorh). Which is very likely what CA will use if/when they add them.
CA isn't allowed to just add things. Everything has to be approved by GW before it goes into the game. This is why they won't say if Ind or Khuresh will be added down the road: they want to, by GW has not approved them to do so. So, if GW said "No Forgeworld Chaos Dwarfs" then there is nothing CA can do about it.
Sure, but the fact that they’re Forgeworld isn’t an automatic disqualification.
War Mammoths, Skinwolves, Fimir and Wolf Rats, Dread Saurian, Necrofex Colossus, Mournguls, Rogue Idols and more I’m probably forgetting were all Forgeworld, either directly using their miniature design or the artwork.
Given those all made it, I’d say the fact the Legion of Azgorh being Forgeworld would be the least considered reason to it add them.

Everybody kind of assumes Chaos Dwarves are the first post IE DLC. I imagine there are a lot of reasons for the order they are releasing in

Like, they were evil dwarves (this is fine) who liked slavery (sure, they're evil and they love it) who were in the midddle of nowhere (Less fine) and focused pretty much on defense as opposed to expansion beyond sporadic raids (Getting worse) that went as far as... the borders of kislev (Which for most of WH's history could be generously described as the tip of the longest hair on the ass end of nowhere).
So aside from fights with orcs and on rare occasions real dwarves they simply didn't interact with any of the other factions in a meaningful way.

If you aren't so hot on the price of the new DLC, fanatical has a sale that last for about 10 more hours that has it at 25% off if that helps anyone at all.

Speaking of Forgeworld, I still wish they'd do a Feral Beasts DLC using the monsters in Monstrous Arcanum that won't make it into a DLC pack. Add a special recruitment tab that's randomly available in certain regions and add them as beast hunts for Norsca and Rakarth.
Because there's some cool shit in there. Basilisk, Carmine Dragon, Dread Maw, Magma Dragon, Toad Dragon, Merwyrm, Warpfire Dragon, Preyton... Just so much fodder for a cool DLC that you could add to all races.

Disagree, but only because done right you can secure the Snake Gate on turn 2 if you summon a new legendary lord on turn 1, and you can't reach the little brother until Turn 3 or 4 due to distance.

I'm not sure it was possible the last time I played Cathay. There was such a massive hidden penalty to confederate him that it was near impossible.
The map looks gorgeous. I'm still worried about map performance with all those particle effects, especially around Kislev and the empire but damn. Cathay was stunning. That canal! Ulthuan, Lustria, the Southlands are all just beautiful.
The empire is still the empire I guess. Never been a big fan of them anyway. It looked alright.

I'm not sure it was possible the last time I played Cathay. There was such a massive hidden penalty to confederate him that it was near impossible.
It IS possible, but tough. I saw a method that I replicated, which was: get him to or keep him at one province, borrow an army of his and get it fucking wrecked and then threaten him into confederation. It doesn't work every time, but in the same situation he turned down over a million gold, so it may be the only real way.
Yeah I forgot what exactly happened for me to finally confederate the last of the major Kislev cities (the port, forgot the name) but that minor faction went from a huge super power in the region to having just a handful of settlements and so suddenly became laughably easy to confederate.
I can see making that work but will have to do it...sneakily...also keeping them from being wiped out so I don't lose lil bro to the void.
Edit: Just remembered the supporter push giving you a huge addition to Kislev factions so that probably played a role as well.

As always: theres a mod for that! Theres one that makes it so that as soon as you hit 150 reputation you can get people to just throw in with you as long as their organization is able to confederate with you (IE Miao and Zhao or any of the various cathay factions) and needless to say it makes life *so much better*

It IS possible, but tough. You don't have to get him down to 1 region but close enough. Making sure that his main army just get wiped and borrowing another (don't need to get it wrecked) and you should be in threaten range at that point, presuming you have the rest of Cathay.
CA is aware this penalty of his was overtuned, so theoretically it should get adjusted in the next patch, if not the one after.

Khalida has always had a ridiculously shitty start; in the vortttex map she's sandwhiched between teheno who starts the game fucking jacked and teclis who has everything he needs to body you while impassable mountains and a bunch of asshole pirates are to your south.
Meanwhile in the ME map she starts in a minor settlement (just... why?) squaring off against vampires and then has Kroq-gar coming for her along with sometimes malus and/or queek.
So by all means yuck it up when things are working for you Khalida.
