I just can't think of a place to start. You obviously haven't lurked, which is one of the rules.
But, none the less, I'm gonna try my hand.
First and foremost: stop using anything in Photoshop but the basic round brush (that includes filters and custom brushes).
Second: Stop using photoshop. You need to learn to draw before you learn to paint (be it digital or otherwise), and I can suggest some books that you'll blow off and never read because you'll pretend it doesn't have anything to do with your "style," but instead I'm just gonna say that you should stop drawing cartoons. (Most) people that draw cartoons and make animations have already learned the fundamentals of what makes a great artist, and from that have developed a style of their own.
Get a sketchbook and start drawing. That's my number one advice to you. Draw what you see, draw what you don't, but most importantly draw. This isn't a gallery for asspats, it's a place to learn. If you want the former go to Deviantart. I hate to be a bitch, but you broke 2 rules already.
The way this forum works is, you post your work and then other ppl comment on a wide array of attributes in your piece. We're a comunity that helps each other grow by offering helpful critiques. If you come looking for critiques, we have that. If you want to showcase your work.... it usually goes badly.

Stealthnachos was a little harsh but had you lurked for a bit before hand you would have realized you got off easy. I would reccomend taking the time to look around this board a bit and check out some of the really amazing resources it offers. It's clear you're still a beginer but if you're serious about getting better this place will help. Also learn to take blunt harsh critisism; it hurts but it's also the bread and butter of any serious art education.

Zeek was born at Altamonte Springs General Hospital in Florida in 1984. His mother died during birth, traumatizing his older brother (who was present at the birth) and sparking his father's deep depression, which would be the cause of many family problems throughout the years.
Zeek suffered from a rare genetic defect, which caused his nostrils to close up into slits and bleached his irises as a toddler. His brother had committed suicide when he was four; his father, blaming both Zeek's mother's and brother's deaths on him, was almost perpetually drunk and frequently beat Zeek, berating him for the trouble he had caused. Child services intervened at the age of six, placing Zeek under foster care. He was enrolled in elementary school, but his foster parents were underqualified and failed to provide Zeek with the adequate motivation to complete his schoolwork. His below-average academic performance and physical deformities made him a target for bullying at school, and he was sent to a private school at the age of nine.
At eleven, Zeek was allowed to meet with his biological father. He had remarried and sired a daughter, who was now four. Zeek felt a sense of attachment to this new family (due to the fact that they, too, were being abused by Zeek's father) and spent the majority of his free time caring for his "sister." He continued his schooling with some difficulty until fifteen, when he was forced to drop out after his foster parents were killed in a car crash. He took up odd jobs to make money and help provide for his second family, but began drinking and abusing cocaine. Continued ostricization from society based on his physical appearance kept Zeek from making any real friends, so he strengthened his relationship with his eight year old sister.
Zeek raped and killed her after a twelve-hour long cocaine binge. Confused and drug-addled, he buried her body in a shallow roadside ditch and fleed to Louisiana. On the run from the law and wracked with an uncontrollable drug addiction, he eventually fled across the boarder to Mexico in 2002. There, he worked under an assumed name as a low-level smuggler of drugs and illegal immigrants. His unique apperarance made him easily identifiable by La Policia, however, and he was arrested and extradited back to the U.S. in 2005.
Lacking any identification except for a falsified driver's liscense, U.S. authorities did link him to cold case of his sister's murder and sentenced him to two years in a medium-security penitentiary. He was released early 2007, and travelled to Europe to escape his troubled past.
Just practice man, that's the way it all goes. Draw people and objects a lot for a long time and it will be good.
