Recently I finally bought a PSP and a bunch of games, and gosh, what a treasure trove of arcade racing.

A tip on using the PSP. Don't settle for the okay original headphones, the machine is worthy of much better headphones.
Also if you look up some ancient guide on how to do special moves in a game, do note that on the Japanese PSP the X and O buttons are swapped. Back in the day I could not wait, so my PSP is one I imported* and that button swap did make for some confusion even though I can't remember the details.

It depends on the game sadly. A lot of it was hosted on specific sites for the individual games and is only available now through 3rd party hosts. Believe it or not you can just search for free PSP dlc to find it. It will probably be hosted on legally gray ROM sites but it is in fact free. The games did not have a great way to buy dlc so most of it was free to begin with.

Just mod your PSP. It's so much easier than jumping through Sony's hoops.
Although the games recommended so far are solid, I will add that I'd recommend not getting Ridge Racer and instead getting Ridge Racer 2. The release only happened in Japan/Europe/Australia so if you're in the US you'll have to import it if you want a physical copy. Ridge Racer 2 isn't really a sequel so much as its a massive expansion of the original game (basically a "Director's Cut" on steroids). It has a ton of new tracks (literally every course from every PS1 Ridge Racer game, plus some from RRV and arcade games like Rave Racer) plus a bunch of added music and some new cars. I believe its the best arcade racing game on the system.
If you want to give another slightly more sim-ish racing game a shot, there is a really good port of Colin McRae Rally 2005 on the PSP, which is a ton of fun as well. It was also a European exclusive though. Speaking of Rally/Rally adjacent games the US got Dirt 2 on the PSP, but its an entirely standalone game that is nothing like the console versions and is very limited in comparison. The PSP Motorstorm game is a lot of fun though, it feels just as frenetic at times as the PS3 games did.
Another really solid arcade racing port is Outrun 2006: Coast 2 Coast. It has the entirety of Outrun 2006 and Outrun 2, and both games are a blast. They're less "racing games" and more "driving games", if that makes any sense (the traditional game mode is a point to point drive with branching paths where you get points for passing traffic and other racers, with the goal of getting the best time/highest score possible), but there are some other game modes in there as well.

The first DLC I ever bought was for a PSP game: Prinny, and it's all fantastic(and tough as nails).
Thanks for all the recommendations! I've got a decent collection now and hope to build it over time, so will keep my eye out. If I could get FF Tactics for less than $Texas, I'd be over the moon.

It has been years - No, shockingly actually more than a decade since I last used my PSP so your post did trigger some good memories. Thank you.
The games I remember the most are:
