This device is plugged in through USB, it is recognized by windows (xp pro), shows up in device manager and control pannel, no errors indicated. The lamp is on. When I send commands to the scanner, I hear movement of the scanning arms but it does no scanning and it tells me that the scanner isn't hooked up. It's given me error codes 2093 and 1215. I've tried installing it on two different computers my newer computer and my older computer, no dice. I reinstalled windows on the older computer, still no dice. Any suggestions?

I would suggest calling HP. If it shows up, has drivers installed, and seems to work -- but then doesn't work -- it could be either a known problem or something more systematic with the hardware. How old is the scanner?
Whenever I've had weird driver problems, I've usually used installers to uninstall everything, reboot, and then reinstall everything again. That only works on hardware that I know can be finicky (as it works at a low system level, like audio). I can't imagine it would help a scanner (which, arguably, should "just work").
HP is no longer taking tech support calls for the 5200 series. Same thing with their online chat help.
I got the scanner used, I'm not entirely sure how old it is. I saw a review for this scanner online that was dated 2003, so my guess is it's about 3 or 4 years old.

It’s been my experience that as HP updates their drivers and software compatibility with older models is broken. To get mine working I have pull specific parts of the software/driver package out of the installation package and only install the most basic driver and the scanning app, which isn’t really an option for you since you’re on Windows. You could try using Vuescan with no drivers, but HP makes third-party compatibility a PITA so it might not work.
Personally, I’d just throw it out and get an Epson or Microtek scanner. Unlike HP, they provide decent software and some third-party scanning software can handle their scanners without installing drivers.
Do you have a chance to try it on a different computer that has never had scanner software installed on it?
I have (does a fresh install of XP count?), and I've tried different USB ports on the same computer, too. The one thing I haven't tried is a different USB cable, which I'll try today. It would be nice if it were just the cable.
EDIT - Wait, I guess I didn't, since I did install the factory stuff before installing the printer (the instructions say to install the drivers then plug in the scanner). I'll have to try & reinstall windows, I suppose. I got plenty of time this weekend!
The thing is, I got it to work one time on the newer computer. It scanned in the cover of that book like nobody's business. But just the one time on that one computer. And windows sees the damn thing. How can it see it, recognize it for what it is, and then not be able to make it work? Sorry, just ranting there.

I definitely checked that, it's not locked. In fact, I haven't been locking the scanhead at all when moving it, tipping it upside down, etc.. Did I pet the bunny too hard?

Well, new cable and fresh install of windows with no HP drivers whatsoever didn't work either. Oh well, to the dump it goes.
EDIT - Well, actually, it looks like it works now. If I install NO hewlett pukeard drivers and just PnP it in windows, and use windows scanning software, it works. The first time it scans an image it takes a crazy amount of time, like 20 minutes before it goes. It scans subsequent images in a few seconds. Every time the computer restarts, it needs 20 minutes to scan the first image again. Hmmm...

Do you have the scan head locked?
I almost always remember to lock the head when I'm moving it around, but I don't always remember to unlock it.
