A friend came along with his wireless PC, but it doesn't ask for a WEP encryption when selecting the connection and tries to connect. I tried restarting. When I switched to WPA it does ask for an encryption. I'm not using it though since the Nintendo DS doesn't support WPA. I'd appreciate it if someone could explain what's wrong.

Just manually configure a connection for him and put in the WEP key.
On my XP system, this can happen if I already have a profile/connection setup with the same SSID. The behavior can differ depending upon the wireless connection managing application being used. You ought to be able to change the profile/configuration for the wireless connection to use your method of encryption and password.
When you say "switched to WPA" is that on your access point or your friend's computer?

Edit: my router's access point.
Edit2: So I solved this by changing the SSID. That was easy.
