I've asked about this a few other places, but no response.
I want to have a rotating avatar. I found instructions online. Step one said to upload the pics to a new directory on my server.
This is a problem. I don't have a server, and I don't know how to set one up. So, how do I do it?
You need to have some sort of web host. There are a variety of solutions available. Personally I'm with Godaddy. www.godaddy.com
Once you have that, and a domain name setup you can create a folder for you avatar. There is a php script for an image rotator that requires you to just place it in a folder along with the images you want it to choose from.
There are also other little tricks like naming the folder with the .jpg extension at the end. My avatars are all in a folder called avatar.jpg and that's what I put in the field for an avatar.
I'm pretty sure most ISPs have rules against hosting off your computer don't they? I seem to remember reading that in my agreement. I'm not 100% sure here.
depends a lot on how the service is setup , but general either A) they have a "web page" uploader that'll be on their web page or more typically either FTP, SFTP or ssh/scp connections are allowed

1) How do I make a new directory?
2) How do I upload pics?
I've never done this before, so any help would be nice.
in the case of :
http://filezilla.sourceforge.net/
That'll do everything you need (unless it's some custom web based unloader script they got)
