No, windows isn't using the fucking CD.

I was burning a few data CDs. The first worked fine. The second was the same brand as the first, and the info on it was very similar. The files are all in working order.
So when I try to burn the second one, it comes up with an error saying "Windows is currently using the CD. Please wait before starting the CD Writing Wizard".
I didn't tell it to do anything other than to write the files to the CD, which gave me this error. Again, I'd just burned a CD with similar content, error free, minutes before.

What's going on?

    Sounds like your Windows burning service crashed. Try rebooting.

    You might have a corrupted Upper Filter or Lower Filter (the plugin system for Windows XP Burning), you might need to clean them out.
