housing coordinator who finds living accomodations on my behalf in another city (vancouver) wants me to scan my driver's licence and email/fax it to him.
he says it would be required to sign the lease/etc without me being there.
im wondering if there is any risk or danger involved in doing such a thing?

not really, a black and white scan should be sufficient for this, there's not much he can do with it
You could ask him specifically what they want; it's possible they just need the name/address/license id # to run a credit check, I doubt your picture would be useful for anything (especially since using what you look like is probably illegal for renting purposes just about everywhere)
but yeah, black and white should be sufficient for anything they need, and while there's always some danger in giving out information, it's a trade-off you have to make if you want someone to help you with something that'll require a decent financial commitment
I personally would probably rather e-mail something like that if I don't know them personally (namely, if I don't know that the fax won't sit in some fax tray for an hour with people wandering by), but you could make arguments either way
