You could use Windows Media Encoder, but, why!? I could understand wanting to convert to h264, or Xvid, or even MPEG-4. But WMV is such a pain in the ass to create or decode.
It's so I can watch some videos with Windows Media Center on my 360. There isn't, so far as I can see, any real way of getting DivX files going on a 360, and it seems it only really supports WMV. I may be wrong, though.
