TV Through PC

I'm doing some research for a friend, they want to view TV on their PC. I was looking at something like this: ATI TV Wonder.

My question is do you use something like this in conjunction with a regular video card, or would this replace your current video card?

Does it just fit into one of the normal slots inside a PC? Sorry to get... uh technical there.

    It's an expansion card separate from the primary video adapter. Fits inside a standard PCI slot.

    What's everyone's opinion on Sony's LocationFree TV device? I've been considering picking one up lately so I can watch TV on my computer and PSP.

    You can install it in a PCI slot and it will work with your current video solution. You can also opt for an All-In-Wonder card that comes with an onboard tv tuner.
