I've been out of the PC market for so long that I do not know what is out there. I tried to do some research, but there is just too much. I could use some suggestions for a budget PC upgrade - Motherboard, RAM, CPU, Video card. I know I want it to be Intel based. Sorry to you AMD folks.

If you are on a college student's budget (like me) you might need to get creative.
Fry's Electronics is clearing out their GQ line of computers. I've seen them selling for as low as $150 after rebates. You can overclock the processor, add a $100 video card and a stick of RAM and get a functional low-mid range gaming computer for less than $300. It won't be the fastest pc on the block but it would get you through 2007.
