Whence the My Network Places "Unspecified" section?

Edit: Nevermind. Just realized this is because I turned off the ever-useless tasks panel.
I notice a lot of times when I need to access a Windows share on somebody from else's computer, their "My Network Places" doesn't have the "unspecified" section with icons for things like "Network Setup Wizard", "Add Network Place" and "Entire Network". Just a large section of shares that it's discovered on the network, which never lists the one you want or ever feels like refreshing because Windows networking fucking blows. Why are those icons not there? In particular, I often need the "Entire Network" icon so I can browse.
