PC stops responding on Windows startup

This just started today. I turn it on, it posts normally, the XP loading screen comes up, and then, at the point where I'd actually be in Windows, I see and can move my mouse cursor for about half a second before the screen goes into a moire pattern, which persists for another few seconds before my monitor goes into standby.

Normally I'd think this was a strictly video card issue but the Windows startup music doesn't play, and my keyboard stops responding as well (capslock doesn't light, etc.) All my fans seem to be working. I tried starting safe mode but I'm not ninja enough to hit F8 in the millisecond the option's available, and holding it just makes the PC beep like crazy. I'm at my folks' at the moment; I'll try it again when I get home.

    Don't hold it in, just push F8 rapidly.
