    I think Embark was a family member, not a vigilante

    so

    the agents kill 2 a day probably with the vig killing one and the mob killing one

    Well, considering I'm a captain and I don't know of any crewmembers on my ship, this would indicate that there is/was a network on the "Vigilant". I mean, it would be silly if we weren't aware of other people on our ships.

    Well there are 15 of us left, 4 are agents and 5 are specials. I think it is going okay for now, just need the vigilante to live longer since that extra kill is what we will need to take down the agents.
