Whenever I lock my computer, then unlock it later, this is what windows explorer looks like for a good 30 seconds or so. The start button doesn't do anything and I can't click the task bar or system tray. There are no unidentified processes running on my machine, and it does that even after I quit every app.
By 'quit every app' do you mean that you shut down all that shit in your tray and the background processes that those manage? Do you turn off all non-critical services in the MMC?

Yes, I've turned off all non-critical services using the services utility as well as using Process Explorer to kill everything that's not strictly required by XP.
