Limiting network traffic - urgent

Here in the crazy land of Australia we have these things called "download limits". I have 24 gig a month. I have 15 days left, and I have used at 23.5. Is there a way I can limit my network traffic of the whole network to say 10 kb/s? I have a netgear router, if that helps. Sorry I am a bit of a noob about these things.

    Wow. That must really suck. You could check out Traffic Shaper XP.
    Although I'd be a little wary at the fact that one of its features is "Full uninstaller included"
