The Background:
Bought a new Sapphire X800SE AGP video card to replaced my busted Ti4200. After I plugged it in, computer boots up okay and the fan on the card is spinning. The only problem is that I can't get the drivers to install. I've tried everything from the Catalyst on the CD, to the newest version online to Omega drivers. ati installer gives me "please revert to Standard VGA drivers before installing" and Omega installs fine but doesn't work at all. No matter what I try Windows asks me to install standard VGA adapter everytime I boot. Old nvidia drivers have been removed with Driver Cleaner.
The Hypothesis:
Although the X800 series has been approved by Shuttle as compatible with my ancient SB61G2, I suspect that the 200w stock PSU may be the cause of the problem...
The Paradox:
... but if lack of power is the problem, shouldn't I get a blank screen, or at least artifacts, when I start windows? Right now everything starts perfectly. I just can't get the damn drivers to detect my card and to install.
The Dilemma:
A new 300W PSU (highest power available) will cost me about 125 bucks and I want to make sure it will fix the problem before I buy one. This machine will be replaced within 2 yrs and I don't want to spend more money on it than I have to.
The Question:
So what's the verdict? Is it a power supply problem, crappy ATI software, or lack of intelligence on the part of the user (me)?

edit: Or I should say, at least a 350 watt psu

Also the X800 is listed here (http://global.shuttle.com/support_list03.jsp?PCI=19&PI=475) as a supported hardware.
If the card really is underpowered, should I be seeing other signs? So far everything seems normal, except the whole not being detected thing.
vgasafe is being used as the display adaptor, and I can't seem to make windows install the "standard vga" drivers.
I placed an order for a new PSU today. I really hope that will do the trick.
