most, if not all, rental places will not rent to anyone below 25. i don;t know if this is a law, or just a policy.
quick searching on budget gets this:

best bet would be to just get on the phone and start calling around.
I rented a car when I was 22 once, if you use a "corporate code" then usually the under-25 fees are waived. In my case I used a code provided for alumni of the school I went to (I was a member of the alumni association, so it was legit) and there was no fee. The company I work for now also has a corporate code with most rental agencies so I can get a car with no extra fees. Maybe some organization you're a part of has something like that..you should look it up.
Besides that, getting a car when you're 19 is going to be a bit tough, I know enterprise is an extra $10/day for 21-24 year old drivers and something like $25/day for 18-20 year old drivers, that's probably your cheapest bet..
