No, it's perfectly reasonable that a hit from average-strength Jigsaw can strike the superstrong Tigra with enough force to throw her off her bed, so we can get that top-down shot of her sitting on the floor. A pretty standard comic shot that's historically been the one used to portray weakness or vulnerability.
Of course, Bendis also wrote Jigsaw breaking Spidey's arm back in the first issue of NA, so at least his apparent superstrength manifests when beating up both genders.
I actually get the feeling, from reading the list of notes Tom Brevoort posted on his blog, which were sent to Bendis, that Bendis doesn't really have much of a mind for continuity/characterization unless it's a major character, or one he's spent a lot of time developing a voice for. Otherwise they just seem to be there to spit out Bendis-speak and act like what he needs them to act like. In this instance, it would have seemed more appropriate, to me, for Tigra to clench her fists and stew in helpless rage, rather than sit on the floor looking downcast. Both get across that she's essentially powerless in the situation the Hood's orchestrated, but having her react with more anger than depression would seem much more in line with her character, as she's traditionally been portrayed. Whatever though, NA's a great book and at least he hasn't just had the Hood cap her yet.

Hood was good in his mini and in Beyond.
Unfortunately Bendis seems to be on a roll of taking characters that BKV has made awesome and sucking all the awesome out of them.
I'm beginning to like Ares.
But they are just there to beat shit up for The Hood so.. whats the problem.
