How Can I Convert an AVI to .bin or .cue on a Mac

I have a G4 ibook and have an avi file that I would like to convert to .bin/.cue, for the purpose of burning to vcd. I do not have a dvd burner and am not planning on buying one. I have tried viewing other forums, but I haven't found any answers. Could you recommend any programs that could help me, freeware if possible. Or if you know any other ways to burn an avi to vcd that would be helpfull. Thank You.
