Recently I saw a report in TV, germany. They stated that a hacker found a way to use a foreign monitor as a camera. I thought it should be kinda impossible to use a monitor as a camera anyway. I tried to google for it a bit. But I have found no reliable sources which could proof this, although I have found some unreliable or fake entries.
I wanted to ask you if you know more about this topic.

Do you know how a monitor works? Do you know how a camera works?
Now, if the monitor comes with a built in camera, and it's connected up, then yeah, it's probably hackable if there isn't decent security.
Theoretically it's possible in Macbooks and stuff, but there's a little light next to the camera that's hardwired, so it would be impossible to do it without someone finding out in a heartbeat.
Of course, slashdot-posting tinfoil-hat-wearers cover that up with a bit of black tape, but they're crazy, so who cares.
When I was a kid I used to think that cranking up the resolution too high on a monitor would 'cause it to explode. I was willing to take a face full of glass to play Magic Carpet at like 800x600.
In 5th grade my computer teacher linked us to a website that claimed it could turn your monitor into a camera. You looked at it for like 8 seconds then a "click here to see your picture" button appeared. When you clicked the button, it loaded a picture of a monkey.
Needless to say, in 5th grade that was the funniest shit ever.
Hmm, thinking about this I wonder if this may be possible.
If one had hacked the machine so you knew what the video buffer was suppose to produce, then compare that to what you got from van Eck phreaking you may be able to reconstruct something. Assuming a CRT, light from the room will influence the phosphorous in the pixels. What I don't know is if this produces any kind of detectable signal or if all the RF comes from the big ass electron gun in the CRT.
Oh, almost forgot. This is in no way, shape, or form possible. At least not unless your monitor has, like, a camera built in. Which some do. But otherwise? Yeah, no.
That still isn't a monitor as a camera, though. It's a camera as a camera. Which is even more insane.
This would've been more an H/A thing, and if it was, it would be locked due to the answer already being given.
So now I'm going to pretend I'm an H/A mod:
HUR I AM SURLY AND OCD GRARRR NOW I WILL LOCK A THREAD GRARRR.

You forgot to hand out a fistful of highly overreactive and inappropriate infractions, Jeff.

Here I come, Mr. D&D Mod. I will not actually do anything, I will just sit back and accept the meaningless adoration of the people. Meaningless, because I cannot remember the last time I actually performed anything vaguely mod-like, aside from trashcanning a spam thread. I don't even know how to manually ban people, or edit links out of spam threads.
Oh man, it's awesome to mod a pit of shit. Those D&D mods don't know what they're missing. I have to constantly deal with people who don't know what to do when they're bleeding from everywhere. Why would I ever give that up? Those losers don't know what they're missing.
Yes, thank god instead I get to mod a place where conspiracy theory threads are the order of the day. Oh, and let's not forget about how awesome the anime thread is! So cool! It's so much better to mod D&D.
Or, at least, it would be, if I ever did any actual modding, instead of sitting on my ass.

Well, it may be fake, but it's evidence all the same so I'm glad you're remembering to take it into consideration.

That's some pretty interesting stuff. Never heard of that before. *puts on tinfoil hat*
