Quick question about heating regulations

I'm hoping there might be a few fellow Brits who can give me a hand with a problem.

I happen to go to a particularly tight-fisted university, which is currently trying to save a few pounds by avoiding putting the heating system in the blocks up to an acceptable level. I know there is a minimum legal temperature in workplaces of 16 degrees celsius, but I have no idea whether or not the same applies for accomodation, and so far searches havn't yielded much in the way of results.

Does anyone have any knowledge about this?

tl;dr - Is my uni allowed to let us freeze to death?
