Belkin ipod shuffle power pack can't actually mount the disk?

Nowhere in reviews or any packaging did it say that you could only charge the shuffle with the cable. The entire reason I spent 25 bucks on it was because I lost my shuffle cable and needed a replacement.
My laptop doesn't recognize it, even as a volume.
