ok I'm like 4 quests into shivering isles and I CANNOT get the Ma'Zaddha guy to talk to the dark elf guard. The quest says to stay hidden and hang out until both people find their meeting place, then to sneak over, not getting detected and listen in on their conversation. Thing is, no matter how undetected I am, no matter how far away I start, they will NOT talk no matter what the situation and how it should work. Anyone else have this problem and a possible fix?

Think this is the one where you need to hide behind some crates? If so get there well before they show up and just stay behind the crates until they are done. I could be wrong been a while since I played it.
You need to wait until they stand next to each other in that secluded area, then maneuver around behind a bush near them. Your UI will vanish, you'll get locked in place, and you'll hear them talking once you get into the right spot.
That section isn't handled very well, I got aggravated for a while when I first got there too.
[edit]Wait, i'm thinking of that other one in regular Oblivion. I remember it now. The wonky detection for being able to hear them still applies though. I think I ended up lurking on a ledge above them and it marked itself as completed on its own, even though I (as the player) couldn't hear them talking.

This is really tricky. The street they are on has a ledge above it with a little wall. What you need to do is stand beside the little wall in sneak mode when you are right above them. Get there before they start there conversation and just wait. It doesn't matter if they see you on their way to their conversation.

I think you are thinking of the quest with the shopkeeper in the Imperial City. He's talking about the Inquisition quest.
ok the guy isn't following me (the guy from Sheogorath), I'm standing right above them right next to the railiing, I waited 23 hours so that the next hour would involve them walking out of their house into the meeting place and now....nothing. Again. They just will not talk, no matter what I do.
