After some Googling the only solution I could find is the same one you found: call Nintendo. It sounds like there's a certain process and a specific code for each individual system instead of a universal reset code or something. Maybe NoA would be able to help you if you called them instead of calling NoJ?

Wouldn't the Format Wii Memory option also delete the settings for the parental controls?

UberEv calls NoJ and someone answers.

"Yeah, uhm, hello, I'm calling about a problem with a Wii unit I purchased used ..."

Something in japanese is heard through the static-filled line. He/She sounds angry.

"Ah ... well ... does anyone there know english?"

Silence. The static is the only thing heard. Like morse-code from some weird alien culture

    "Uh ... "

A new angry voice is heard. It's chewing at his brain. After a while he finally hears som words in english. He realizes soon that the person only knows about four words. He starts getting frustrated.

"Yeah, well, uh, bukakke to you too!"

Slamming his japanese cellphone down on the table he realizes that he probably shouldn't have done that. Now he needs to make another call.

Maybe call the Japanese number and ask to speak with an English representative? It'd be worth a shot.

EDIT: And I meant and English-speaking representative. Of course, it would be a huge bonus if the representative were also English. :)

Look, they aren't going to bite your head off if you just say you are from America, but are living in Japan. I'm fairly certain they would have someone there who can speak English. And in the end, you are still a paying customer.

That isn't the system's serial #, is it?

If it is, giving it out on the internet might not be the smartest idea. I don't know if people could be malicious with it or not, but who knows with online consoles these days. It may be better suited for PM.

HAve you tried removing the battery? It's on a little screw somewhere. I'll see if I can find a guide. I can't but it should be as simple as:

    "To disassemble:

    1. Flip the device upside down and remove the small silver Phillips screw. Once out, remove the battery tray from the console."

It won't void your warranty or anything and when modding my system I had my battery out for some time and it seemed to reset some settings. Leave it out for about a minute or two.

Very true, but it's still quite a hassle none the less. Anyway here is the code if anyone in the U.S. is feeling generous: 22981221

Just feed them the code and say your trying to reset the parental controls and they will give a proper counter-response. I'm not getting my hopes up, but this would make my life a hell of a lot easier if someone could just call NoA.

Thanks if anyone ends up doing it, and if you do reply with the counter code please.

NoA's Phone Number is: 1-800-255-3700 (Just trying to increase my odds).
I did it, but it wasn't as simple as you made it sound. They took down my information (fuck I'm on the grid!) and said it looked like I was still "on warranty" (which is weird because I'm not, it's been a year, and they didn't have any of your information yet). Anyways, she eventually gave me this code:

    12672

It's apparently only good until 11:59 PM today, which is awkward. She mentioned making sure that my Wii date was set correctly, so if it doesn't work try reverting your system back to December 8th.

Also: where does this code go? I thought it was a 4-digit PIN?

Won't do shit except reset the clock; flash memory is non-volatile. This isn't 1990 anymore; consoles don't use SRAM to save settings.

Does anyone remember that trick to getting into "safe mode" on the Wii?

Hold the + and - buttons when you turn on the Wii. And press A at the General Safety screen... Maybe that gets rid of the parental controls or something?
