Everything great about the Civ series, but even better and in space. Also, best cut scenes and manual evar.
That's as much control as you have. I think you can look at the stats of cities on the borders (enemy cities) and see what the culture is doing to them, but i'm not sure. It's been a while since i played Civ 4 (but damn if that wasn't an awesome game).

It's not random, no, each city (unless you've screwed it up) gains a fixed amount of culture each turn.

Also spam hold person and magic missile. And use every bless/prayer/haste type spell before you get in the fight.
The best is the one versus the Giants I think, where one of the defensive players is fully looking the wrong direction as Barry runs past him. That dude is awesome.
