This board barring the door won't budge. If I wiggle myself up against the handle I just shoot off in a random direction really fast and the bar continues to not budge. Is there a trick?
I never had an issue with it, but it may in fact be permanently stuck. There's a bug where it literally will not budge. You should be able to walk into that lever thing you can see at the end of the plank, pushing it so the door can open.
It's hard to say using no-clip for that door is in any way cheating. Really, you're going to go through that door right then anyway, and it's not like it activates a crazy script once opened. It's just flavor. Flavor that occasionally breaks the flow of the game.
Sounds like a physics bug. Noclipping through it sounds like the easiest way through, and you're not skipping anything. Normally that lever works and the door opens.

I managed with a Brujah using my fists. The only thing really going for me was Celerity 5, which though fantastic, didn't help the fact that I'd somewhat neglected my punching skills.
That fucking door took me ten fucking minutes. Basically I just kept trying and trying to find some part of it that would open up and eventually the lever worked. Are you running any fan patches?
Yeah, I'm running a patch from that chick that made all the nude reskins. Tessmage? Something like that. Supposedly it fixes lots of scripting and conversation bugs, of which I've encountered neither so far. Obviously doesn't address this damn door.

I had problems until I used that one automatic gun.. the killmatic or something. It just tore through said person. Also, aim for the arms.
I just figured out a retarded-easy way to win. See, I was getting silly cause I had lost like 9 times in a row. So I snuck behind her and tried to assassinate. That wasn't an option but when I pulled out my Aug and started blasting she never turned around. I spent all my Aug bullets and some of my Rifle bullets and she died without ever attacking me. GG script breaking
I don't remember the exact extent of my stats, but I'm a Malkavian with 10 in ranged combat and 9 in defense, I think. I just can't stay away from it long enough.

Try cuddling up to the barred door as close as you can. While you press against it, quicksave the game, and then load your quicksave. Now push the bar aside by walking into the part of it that juts out, and open the door normally.

10 in ranged?! Wow. This fight should be embarrassingly easy. I don't know what weapons you're using, but here's my suggestion to reduce your pain, because even though your skills should make it easier, it's still a fairly hard fight.
Either use the Flamethrower, which is obscenely powerful, or use the scope on the Steyr Aug. When using the scope, it does ludicrous damage. It will take a few clips of ammunition perhaps, but you will kill Ming Xiao without any profound difficulty.
Blood Packs are also great. Don't be afraid to use them judiciously. After this fight, they become handy, but not crucial.
