How do companies decide on new IPs?

Do people submit scripts and the such like the movie biz or do you already have to be a part of the company? How does something like this happen?

    I imagine it has to have a good balance of cost to marketability.

    And yes, that's kinda how it happens, but it's more in the line of a studio developing a demo to show off to publishers. Or, that's how it happened. Now with the internet and digital distribution, it seems to be a bit easier for independent developers to get noticed.

    There's more opportunities now that all three big players have made the important step of supporting small developers with their respective download services.

    A lot of these sorts of talks go down at GDC, where people come to the table with plans or WIP and pitch the ideas to bigger dev houses or pubs.

    I'm talking more along the lines of scripts and IPs. For instance, professional writers who work in the tv/movie industry. There has been lots of talk about how some of those writers are going into the video game industry to pay the bills for the time being. Can they just shop scripts around to companies or would this result in them getting laughed in the face.

    It might be a bit different for a writer with a professional body of work, but they certainly have no interest in John Doe's game ideas. It is more likely the idea of writers moving to video games was that game companies and publishers might go looking for such writers.
