A friend of mine is looking for western style RPGs for the PS2, along the lines of Fallout, Arcanum, and the like. I mostly played JRPGs and TBS games so I am of little help. Good people of the forums, are there any good PS2 sandboxy RPGs?
Well, it's a JRPG but it feels a lot like a WRPG. Try Romancing Saga.

Also, Metal Saga is the same way. Another JRPG with the go anywhere do anything attitude, just in post apocalyptic sauce.
Hmm, are you talking gameplay-wise (combat, inventory, character growth) or atmosphere (storyline, art, character interactions, decision-making and all that)? Either way, might be tough to find something. Nothing springs to mind, maybe Steambot Chronicles, since its pretty open. Gotta be more specific in what he likes about those games.
Though they are more action/adventure games, the Baldur's Gate: Dark alliance and champions of norrath series have some RPG elements. They are also great fun co-op.

Game play was important, but it seemed as though the most important thing for him was to be able to make choices, and have those choices actually matter as the game progressed.

It's very openended but I'm not sure about the impact of your choices in the game world. There definitely is some.
There's a Baldur's Gate game as well.
He does, in fact, want a 360 and Mass Effect. Actually he wants me to get a 360 and mass effect and leave them at his place.
Romancing Saga does look like the sort of thing he has in mind. Thanks.
I checked out Steamboat chronicles, that doesn't seem to be the sort of thing he's after but I'll pass it along as well.
Where Madness and the Fantasical Come to Play
I recently played it and thought the combat was pretty bad.
The combat is fun for the character you control. Its hurt by really bad teammate AI.
