City of Heroes hero creator?

Is there a download for the hero creator in CoH? I really don't want to have to sign up for a trial or anything, especially since I could see me wanting to make more characters in the future, but I have no intention of playing the game. I just want to create characters for pen and paper games and Hero Machine just isn't cuttin it. Any ideas?

    Do you mean a costume creator? There was one released in Korea for the Korean version of CoH, but it hasn't been updated that I know of, and you need to change a registry setting to get it into English. They never officially released it in North America, but you can probably find it on a torrent somewhere.
